Local Waterfront Revitalization Grant Information

Mid-Montgomery County Local Waterfront Revitalization (LWRP) Plan

In 2003, 4 municipalities joined together to apply for a Local Waterfront Revitalization Planning grant. Local Waterfront grants are sponsored by the Department of State, Division of Coastal Resources and funded by the Environmental Protection Fund. With the Town of Glen acting as the lead municipality, the Towns of Mohawk and Glen and the Villages of Fonda and Fultonville were successful in their application and were awarded $22,000 from the state with the a local match of 50% or $22,000 for a total grant award of $44,000. The County Planning Department was expected to administer the grant and assist in the plan's preparation. Unfortunately, the Planning Department was disbanded late in 2003.

The plan came back to life in late 2006 when Doug Greene was hired as senior planner. Doug became the project manager to administer the grant and oversee the plan's creation. A waterfront Advisory Committee was selected to help guide the plan and a consultant, the Laberge Group was hired to create the actual plan.

Work began in earnest in the spring of 2007 with the major focus of the plan being:

1. Recommendations and projects to Improve access to the Mohawk River

2. Developing strategies for Economic Revitalization within the project area.

 

 

The Mid-Montgomery LWRP was finalized and approved by Department of State in January 2009. The plan is available for downloading in 2 ways.

First Grant Awarded for the Mid-Montgomery Local Waterfront Revitalization plan in June 2008.

During the final stages of the planning grant, a LWRP implementation grant application was submitted to begin the preliminary stage of creating a new waterfront park at the Fonda Canal Corporation's Region 3 Maintenance Facility. This application was successful and that project is now underway.

 

At the February 14, 2011 meeting the Village Board awarded the Phase 1 project to Ward Associates of Little Falls. 

 

 

Resolution to Adopt the Draft Phase 1 Waterfront Park Plan

WHEREAS, the Village of Fonda, wishes to create a waterfront park on its land and lands also occupied by the New York State Canal Maintenance Facility, Bridge Street (NYS Highway 30A), in the Village of Fonda, New York, and

WHEREAS, the Phase 1 Project goals under a LWRP (Local Waterfront Revitalization Plan) Grant will analyze and provide a Master Plan Design for a new waterfront park on a site adjacent to the NYS Canal Maintenance Facility, and

WHEREAS, Phase 1 of the project construction includes the creation of a new boat launch and parking area, a parking lot at the corner of Park Street and Bridge Street, designs for access roads, a proposed entertainment pavilion and restroom building, and various other site amenities such as landscaping, and

WHEREAS, an Advisory Committee has met and endorsed the draft Master Plan for the Phase 1 Waterfront Park Project, and

WHEREAS, the Public has been provided an opportunity to review and make comments on the draft Master Plan for the Phase 1 Waterfront Park Project.

THEREFORE, the Village of Fonda hereby accepts and adopts the draft Master Plan for the Phase 1 Waterfront Park Project.

 

 

The question of the adoption of the foregoing Resolution was duly put to a vote on roll call, which resulted as follows:

    I, JoAnn Downing, the undersigned Clerk of the Village Board of the Village of Fonda (the “Village Board”), DO HEREBY CERTIFY that I have compared the foregoing copy of the minutes of the meeting of the Village Board, including the Resolution contained therein, held on July 11, 2011 with the original thereof on file in my office, and that the same is a true and correct  copy of such proceedings of the Village Board and such resolution set forth therein and of the whole of said original so far as the same relates to the subject matters therein referred to.
    I FURTHER CERTIFY that (A) all members of the Village Board had due notice of said meeting; (B) said meeting was in all respects duly held; (C) pursuant to Article 7 of the Public Officers Law (the “Open Meetings Law”), said meeting was open to the general public, and due notice of the time and place of said meeting was duly given in accordance with such Open Meetings Law; and (D) there was a quorum of the members of the Village Board present throughout said meeting.

Phase 1 will generate a final design, cost estimates and construction drawings and will be used for a Phase 2 LWRP construction grant application. The selected consultant(s) will work under the direction of the Montgomery County Planner who is the project manager, and a Project Advisory Committee.
